The producers have the final say as far as selecting the winners. However, they do electronically tabulate all of the votes on the site as well as use the twitter votes/buzz/support to influence their decision. They don’t go around counting every single hashtag so they have been releasing various twitter samples. The samples are extremely important because the producers check that first. 

Bellarke lost their lead today. We need to boost the retweets for this sample so they are ahead. The nominees with the most retweets in their samples have the highest chance of the producers selecting them as the winners.
